How do you keep cats off your garden?

I have had a problem with cats in my garden during the night. I want to plant veggies next year&keep the garden organic. How can I shoo away these blasted creatures?

I've used a live" trap baited with Tuna. When trapped, I take them to the Police station and insist that if the owner claims them that they be "fined" for not having a license or not having it on a leash. They will not get a second chance in my garden regardless if they have 9 lives or not.

Points to be noted in garden lighting:
