Mid 90's? Was this engine stored by running it out of fuel?

Either way, sounds like you need to rebuild the carb. Take the carb off, go get a carb rebuild kit (gaskets and all, they are cheap) and tear it apart (pics along the way help for reference) and soak it in carb cleaner for a hour or so, and blow it out (through all the holes) with compressed air. I'd also replace the inlet needle and seat (some may have a rubber tipped needle and a brass seat, just replace the needle) which is cheap, and its just as added insurance against the inlet needle rubber getting hard and leaking gas everywhere. Also, make sure no water is in the gas.... instead of dumping the perfectly good gas and all, use a fuel drier.

check the bulb for cracks in it i just got done replacing mine this year,i have to replace mine about every 4-5 years and this year i had to clean the carburetor out on it,i let it set for too long with old gas in it,if the float is stuck in it,it wont pump any gas,that's what happened to mine this year,clean the carb out on it,take it off and spray it out real good but don't change the float setting on it,then it should run ok,those things last forever,good luck.

I would charge based on the size of the lawn and the amount of time you'll be spending on the lawn. I did a quick look up and professionals charge close to $35-$50, depending on the size of the lawn. So, maybe you could do it for $20-$30 per lawn. If the owners also have a small garden or bushes, you could charge more and offer to pull weeds or trims. I hope it all works out for you...Good luck!
